No oracle client or instant client installed No Java installed The reproducible steps are I downloaded SQL Developer for Windows with JDK (all 64-bit) and unzipped it to C:/Program Files/. Since you decided to update sqldeveloper.conf and use a Java 6 JDK, I assume you are on 3.2.2 or earlier. Sql Developer Download I've tested a little bit more and found out that I can leave the parameter AddVMOption -Xmx as is (and even increase it to 756) and just reduce the value of AddVMOption -XX:MaxPermSize to 128.
I also tried first installing Java 1.8 (64 bit) and then the SQL developer version without Java. If the JVM is configured to use more (maximum) memory than is available then you'll get this sort of error message.
